<strong>Salary :</strong> $112,724.64 - $137,017.56 Annually<br><strong>Location :</strong> Glendora Public Works Water Division- 1051 East Sierra Madre Avenue Glendora, CA<br><strong>Job Type:</strong> Full-Time<br><strong>Job Number:</strong> KR00256<br><strong>Department:</strong> Public Works<br><strong>Division:</strong> Water<br><strong>Opening Date:</strong> 07/03/2025<br><strong>Closing Date:</strong> 7/20/2025 11:59 PM Pacific<br><br>The City of Glendora is looking for a strong leader with excellent communication skills to join their team as a Water Division Manager. <br>This position will work as one of two (2) Water Division Managers to plan, organize, direct and review activities and operations of the Water Division including water production operations, water quality monitoring, regulatory compliance, water conservation activities and capital improvement project management; coordination of assigned activities with other departments and outside agencies; and providing highly responsible and complex administrative support.<br>The ideal candidate will have experience in water quality & regulatory compliance, developing reports, delivering presentations, and utilizing strong communication skills to convey water operational needs to both internal and external entities. <br>The City operates under a D4/T2 system, and the Water Division is comprised of four primary sections including Production, Distribution, Customer Service and Conservation. <strong>Previous experience in a municipal water agency is HIGHLY desirable.</strong><br><br>Under general direction from an Assistant Public Works Director, plans, organizes, oversees, coordinates and supervises the day to day operations of one or more sections within the Water Division including water distribution, water production, customer service, and water conservation sections; supervises the installation, construction, and maintenance of water system facilities; consumption metering systems, assists in the design and review of water-related Capital Improvement Projects (CIP); provides technical assistance and direction to the Assistant Public Works Director assigned to the Water Division, other management staff, and other City departments; prepares regulatory reports to ensure compliance with Federal, State, and local drinking water regulations; and performs related work as required.<br>This is a management level classification that exercises independent judgment on diverse and specialized water distribution, water production, customer service, and water conservation sections with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of staff, overseeing the daily operations of the one or more sections of the Water Division, and for providing technical support to management in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines. Exercises direct supervision over supervisory, technical, maintenance and administrative staff, often through subordinate levels of supervision.<br><br>Serves as the Chief Treatment Operator and Chief Distribution Operator for the City's Water Division; may act in absence of Assistant Director.<br><strong>ESSENTIAL JOB FUNCTIONS </strong><br><br>Management reserves the right to add, modify, change, or rescind the work assignments of different positions, and to make reasonable accommodations where appropriate so qualified employees can perform the essential functions of the job. When a position is to be filled, the essential functions will be noted in the announcement of position availability. <br><ol><li>Participates in the development, implementation and oversight of the trainee and journey program.</li><li>Plans, manages and oversees the daily functions, operations and activities of assigned water operations. </li><li>Plans, organizes, prioritizes, assigns, supervises, and reviews the work of the staff; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.</li><li>Participates in the development and implementation of goals, objectives, policies, and procedures for assigned services, operations and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.</li><li>Monitors Water Division inspection, operations, construction, maintenance, and repair activities; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.</li><li>Coordinates assigned services and operations with other City departments and outside agencies.</li><li>Participates in the development and administration of the Water Division's annual operations and maintenance and water-related Capital Improvement Project (CIP) budget; identifies resource needs; prepares detailed cost estimates with appropriate justifications for staffing, equipment, materials, and supplies; monitors and approves expenditures; ensures project funds are expended in a timely manner as authorized.</li><li>Assists in the design and review of plans for water-related CIP and private development projects to ensure compliance with City rules, policies, and regulations; discusses development plans with engineering staff and inspectors. </li><li>Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records, and files; ensures the proper documentation of operations and activities.</li><li>Investigates liability claims made against the City involving damage to property from water system issues; works with staff to gather cost information and submits findings to Risk Management; researches and submits claims for damage to the City's water property, such as damaged hydrants and meters, to Risk Management.</li><li>Receives, investigates and responds to questions and provides information to the public; investigates and responds to complaints and inquiries from citizens, other departments, and outside agencies; recommends corrective actions to resolve issues; addresses the most significant customer service issues; makes adjustments to customer billing issues if needed; writes letters to property owners regarding billing matters.</li><li>Arranges for, or purchases, appropriate equipment and materials necessary for maintenance and construction projects including tools, vehicles, materials, contractor, and vendor work; submits quotes for equipment, materials, and contracted services; prepares requisitions and approves purchase orders as outlined in the City's purchasing procedures.</li><li>Supervises, advises, and may assist in the operation of the City's Supervisory Control and Data Acquisition (SCADA) system for monitoring of all pumping, treatment, storage, and related systems; advises and assists in determining settings and intervals within the SCADA system.</li><li>Ensures compliance with Federal, State, and local water quality codes and regulations; reviews water production reports; interacts with the State of California on regulatory reporting issues; prepares, oversees preparation of, and/or reviews compliance reports to regulatory agencies to ensure completeness, accuracy, and timely submittal; ensures compliance with various permits. </li><li>Coordinates and administers employee safety training programs for Water Division staff; proposes safety procedures to be followed. </li><li>Maintains files, databases, and records related to water production and distribution operations, construction, maintenance, and repairs; prepares a variety of written reports, memoranda, and correspondence.</li><li>Represents the City in meetings with members of other public and private organizations, regulatory agencies, community groups, contractors, inspectors, developers, business owners, and the public.</li><li>Ensures staff observe and comply with all City and mandated safety rules, regulations, and protocols.</li><li>Performs other duties as assigned.</li></ol><br><br><strong>QUALIFICATION GUIDELINES</strong><br>Education and/or Experience: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:<br><strong>Experience: </strong><br><br>Six (6) years of increasingly responsible experience in water utilities maintenance, operations, construction, maintenance, and repair, including three (3) years of supervisory responsibility.<br><strong>Education:</strong><br><br>Equivalent to an Bachelor's degree in Water Science or a related field supplemented by specialized training in water treatment, distribution, customer service, and supervision.
